Attention Motor Carriers, IEPs, M&R vendors and Facility Operators
As follow-up to the IANA notice dated Aug. 9, 2010, the Federal Motor Carrier Safety Administration (FMCSA) announced in the Aug. 20, 2010, Federal Register that it would extend the compliance date, with respect to the No Defect Driver Vehicle Inspection report (DVIR) submission requirement, outlined in section 390.42 (b), until June 30, 2011.
The FMCSA has determined that a Notice of Proposed Rulemaking (NPRM) will be issued to the roadability docket (2005-23315) in order to seek public comments on the proposal to eliminate the portion of 390.42 (b) that requires motor carriers to prepare and transmit a DVIR to the Intermodal Equipment Provider upon return of the intermodal equipment, when the equipment has no known damage, defects or deficiencies. Pending further FMCSA action, if intermodal equipment does not have a reportable defect (as listed in 396.11 (a) (2)), upon return of the equipment, a DVIR is not required.

Data is collected from Motor Carriers via IANA's DVIR Web Portal, EDI 322, Interactive Voice Response (IVR), XML, Fixed File and .csv formats for the recommended virtual pre-gate DVIR delivery to the IEP, as well as designated Facility Operators and M&R Vendors.
For each location, IEPs select the appropriate Facility Operator and M&R Vendor. In turn, Facility Operators and M&R Vendors self register in the DVIR system and select their preferences for data transfer, including EDI 315 gate holds.
The IANA DVIR system also supports the supplemental at gate procedures that are recommended if virtual reporting capabilities are not available.

IEPs may also elect to receive DVIR information at multiple locations via EDI (322/315), XML, or E-mail. IEPs may set the data transfer preferences during the registration process. Please refer to the EDI Specifications Tab for the standard layout of the 322 and 315 transaction sets.
When registering, IEPs are required to execute the DVIR Report Processing Agreement and return a copy to firstname.lastname@example.org.
